Congressional Republicans Support Trump's Call to Overhaul Affordable Care Act

American lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Impact of Federal Closure

The effect on US citizens from the lengthiest closure of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Reaction

Democratic senators expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another senator reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the closure in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some analysts indicated that the core of such a plan would remove the ACA's mandate that insurance companies cover patients with existing health issues.

After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
